Empowering the capacities of local government and improving the services they provide were at the focus of the meeting held today where Helvetas project “Strong Municipalities” was presented.
Present at this roundtable were the President of Tirana Region also Chairman of Municipal Council of Tirana, Mr. Aldrin Dalipi, Prefect of Tirana Region, Ms. Suzana Jahollari, representatives from the 5 municipalities of Tirana Region, civil society, etc.
This meeting was chaired by Mr. Jackues Merat as Project Leader and a group of officers who will follow the implementation of the project for each region.
The purpose of this project is to present with the National Cross-cutting Strategy on Decentralization and Local Governance 2014-2020, the Law “On Local Self-Government” and the Law “On Local Finances”.
During the discussion the need for capacity-based performance management and their further strengthening was emphasized.
The President of Tirana Region appreciated the project at every step for the way to address issues related to the decentralization process, the results and the conclusions about the work done by the local government, 3 years after the application of the relevant law.
During his speech, Mr. Dalipi emphasized that the voting instrument delegated through citizens’ representation in the Municipal Council should be used with many responsibilities and the time has come since 3 years after the adoption of the law, is to focus on international organizations in the role, capacity and the performance of Municipal Councils and other partners.
He emphasized that another issue to be addressed with great responsibility is the further recognition of the representative bodies (the Municipal Council) by the local finance law.
Special focus was put also on urban waste management, pre-school education, municipal performance monitoring and training for each municipal councilor’s representative and supervisor.
