The important role that local government should take on a broad managerial context, requires proper experience and training of their staff. To serve this purpose on Friday, October 4th, 2016, the Association of Albanian Regional Councils in cooperation with USAID Albania organized in Elbasan, the second phase of training on the topic “Participation in projects under the European concept of the Regions – Project Proposal Writing”.
The training was attended from presidents of Albanian regions and other collaborators and staff engaged in the implementation of development projects. Increasing the capacities of Regional Councils’ staffs to reach the presentation of decent and relevant projects in European regional partnerships would make their job easier and cooperation more fruitful.
An added value of this second phase of training was the contribution of USAID Albania expert, offering in-depth knowledge of the law on Local Self-Government, for the leadership and staff of the Regional Councils, which allows them to take the right decisions in accordance with specific policies at regional level.
President of the Association of Albanian Regional Councils, Mr. Aldrin Dalipi emphasized the importance of attendance of these sessions to increase capacity and encourage cooperation between Regional Councils and municipalities in their composition.
Recalling the important and organic relation of Regional Councils with the Municipalities, deriving from municipal councils, Mr. Dalipi conveyed the message of being “partners, not competitors”, sharing with the participants the example of the excellent cooperation of Tirana Regional Council with the Municipality of Tirana in innovative projects of community benefit, and these must serve as models to be replicated in the relations between municipalities and regions in the country.
Part of this training was the chairman of the Agribusiness Council of Albania, Mr. Agim Rrapaj who shared the example of establishing the livestock market in Laknas village in Tirana as a result of the collaboration between three municipalities of Tirana Region: Tirana Municipality, Kamza Municipality and Vora Municipality.
He emphasized the importance of Tirana Regional Council for a coordinator and efficient role in the establishment of this modernized market, equipped with contemporary optimal matriculation conditions, registration and veterinary inspection for the first time in Albania. This project is a good example of the work and dedication of Agro-Livestock marketing control that must be followed and replicated by other Regions of Albania.
